Can't purchase the ultimate collection from steam

I've attached my correspondence with steam. 

Basically, I can't purchase the game because it keeps failing to go through. In the end, steam points a finger at the publisher (after not helping at all or answering my questions), and claims that the issue is with EA. 

Is this true?
