Rivals Command and Conquer match up

Why is it when I am having a rank game/ matching up? My opponent is always 2 levels higher. Is there any solution for this game to provide an opponent or match up at equal levels.. I have been playing this game for almost 5 days straight and I am a little disappointed because my troops cannot match up equally with my opponents because when it comes to gameplay my opponent’s troops are always on the upperhand due to unequal level..
