The beauty is in the eye of the beholder.
See for yourself the result of character creation. Even more, the characters are actually surprisingly good looking (in my eyes) and what is the most important , each NPC face match their voices. Awesome job on that department.
Edit: let me horrify you with my Rook.
If there are ugly characters in Veilguard, I have yet to meet one. I'm only 70 hours in. (my Rook)

Is this a troll post? I don't know what you're playing lol, but the people look good. Of course, concerning the actual uhm... players creating peeps. Yeah, they're ugly LOL. I spent at least 2 hours doing mine. Maybe they only spent 30 minutes. I dunno.

Those two rooks above me are beautiful people. Have you seen how ugly the Rook you can make get? However, contrary to Rook, you get those NPCs that you don't want to even look at.

That is your point? Create an ugly main character and complain about it? Perhaps a screenshot of what you call "ugly" might help because so far I didn't seen any NPC out of it's place in terms of look and believe I took a good look even to those affected by blight (social position, health status, spirits).

Even on MEA the NPCs were not ugly enough to make subject of complain. The Character Creator was indeed and I'm sure if wasn't such huge hate campaign against MEA, EA and BW that matter would have been fixed fast enough (modders did that so it is possible).

Perhaps a few screenshots could make your case stronger?
My wild guess is that you bought the game to write some negative reviews and in desperate attempt to find something to complain about you missed the deadline for refund. I never seen any one to play a game which doesn't like (except if they are paid to do so). I have a few games in library which I don't like so, just as simple as that, I don't play them. Also don't complain about that either. It's called common sense.
