Neck/Chest area flickering artifact line

Weird glitching sparkling artifact line with my Rooks Neck/Collarbone area. Constantly a line of flickering dots, tried DLSS vs FSR and still seeing the issue. Hopefully someone else has had this issue and may have some insight on how to stop it. Hard to get a good photo as it flickers so fast but you can see the spot in the picture of where the line is.
