Battlefield 5 keeps giving me "app already running" error and I can't play it

Summarize your bug Just bought Battlefield 5 on steam and Getting "app already running" error and can't play it.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Just by trying to open the game
What happens when the bug occurs? Can't launch game
What do you expect to see? A fix
I can't launch the game, it keeps saying app is already running when it's clearly not.
I think it's an EA problem rather than a steam one.
Already tried:
- Restarting PC
- Turning off anti-virus and firewalls
- Adjusting PC clock
- Uninstalling and reinstalling EA multiple times
- Clearing EA App cache
- Deleting bfv from regedit and verifying game files
- Updating drivers
I've tried even when there are no other applications are running when launching to make sure nothing was messing with bfv.
I've pretty much tried every troubleshooting solutions I found but none of them seemed to work.
I already have 22hrs on steam bfv because I played it with the EA game pass a couple of years back; I think it was still origin then and that was working fine. Because of this, I can't even refund.
