And my apologies for the late reply.
Sorry to drag this back from the dead but, while the workaround still works, this is still an issue/bug. Just wanted to check and see if it is being tracked somewhere else or has slipped through the cracks...
The issue is that when you select "Edit" to change the install location, a Windows Explorer dialog box is opened but it is completely blank, so you are not able to navigate to the directory that you want to set as the install location.
The work around is to enter the full path of the directory into the "Folder:" field and then click select folder.

I found a way to fix this. Find this file "user_(some digits here).ini" in "C:\Users\(YourUsername)\AppData\Local\Electronic Arts\EA Desktop",
change or add this line:
user.downloadinplacedir= (TheDirectionYouWantToUse)
for example, the default value should either as below
user.downloadinplacedir= C:\Program File\EA Games\
or no such line.
And I use this:
user.downloadinplacedir= D:\Games\EA\
Dont forget the last "\" or you will have problem when downloading games.
