Cannot launch TS4 when Steam is set to offline mode or when I lose internet

Summarize your bug Offline mode does not work when your purchase is through Steam
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? 1. Download TS4 through Steam 2. Launch game to finish all setup, ensure that it's working in online mode. Close game. 3. Set Steam to offline mode 4. Launch TS4 through Steam again Adding the step of putting the EA App into offline mode also doesn't work. Even if you try with admin access on steam, the game exe, and/or EA app it still doesn't work.
What happens when the bug occurs? Steam is able to reach the EA App, at which point the EA App refuses to launch the game and stops trying. You can tell it stops trying because the Steam button changes from the blue "X STOP" button to the green " > PLAY" button. There is no error given.
What do you expect to see? I expect to see the game launch considering offline mode was supposed to be fixed by now

I own TS4 on Steam. With Origin I was able to play in offline mode or launch my game when my internet would die without any problem.
 
The infants update just came out and I would like to be able to go into offline mode so that I can avoid breaking my modded saves while I wait for a couple mods to update. To do this, Steam itself needs to be in offline mode because it downloads and updates through Steam, not the EA App. I cannot for the life of me figure out a way to get the EA App to launch my game when Steam is in offline mode. It has also been stormy here this year and I've lost internet a number of times, but I can't figure out how to play without internet connection either. I have tried every combination of administrative mode enabled, EA App being in online/offline mode, and Steam being in online/offline mode that I can think of and the ONLY times I can get it to launch is if Steam is in online mode. There is no error that pops up. It just tries to launch, hits the EA App, and then stops trying to launch without the game ever opening.
 
I already posted this once, why was it deleted? I've been trying to get assistance on this for over a week now without using the Origin bypass that you so very clearly don't want us to use considering you patched it out. I have yet to receive a single response from EA. HELP ME instead of ignoring me.

    The only solution I have for you is to launch your game from the game folder. select: "Game" then "Bin" and launch the application file "TS4_x64.exe" it will pop up a window aski if you wanna play it online or offline. Select offline and you're good to go.

    @Ben_Duskberg Does this actually work for you with the EA App installed and without Origin? Because for me it does not. It does the exact same thing I described in the first post. It tries to launch, connects to the EA App, and then stops trying to launch without the game ever opening.

    Hi @thejeneral,

    Have you tried launching the EA app first in offline mode before starting up Steam in offline mode and launching the game? We'll want to try launching the app in offline mode prior to having Steam launch the app up instead to see if this works for you.

    @EA_Solaire I have tried it before but did it again just to confirm - it does the same thing I explained above. 

    I also tried running it directly from TS4_x64.exe and also right-clicking TS4_x64.exe and running as admin, both while EA App and Steam were both in offline mode (EA App was set offline first). This does the same thing as pressing play in Steam. Trying to press the play button in the offline mode EA app while Steam is offline doesn't appear to even try to do anything.

    I am unsure whether or not this is related, but another piece of info that might help is if the EA App is set to offline mode and Steam is online, I get error EC 203. I don't really have a need to have the EA App offline and Steam online though so unless the error is related it won't matter.

    If anyone else has anything for me to try, please do let me know... I would really like to be able to play when my internet dies like I used to be able to...

    I have tried again with updated app & fresh install and still can't get it to work. We had a 12 hour long internet outage this week, I'd still love to be able to access my game offline like I could when I purchased it... I also can't seem to find any definitive, official information on if this is supposed to work or not. If it's not supposed to work I'd love to get it forwarded to the team working on the App as feedback instead :/
