Can't download previously owned game

Summarize your bug I'm unable to download Need for Speed Hot Pursuit Remastered through Xbox Game Pass after previously owning and refunding it.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Try to download Need for Speed Hot Pursuit Remastered on my account.
What happens when the bug occurs? Error message saying unable to install, restart PC.
What do you expect to see? Your download has started.

I'm trying to download Need for Speed Hot Pursuit Remastered from Xbox Game Pass. When it redirects me to download the game through EA Desktop, I get a message saying Unable to install. There was a slight hiccup. Restart PC and try again, which doesn't resolve the issue.

I bought this game when it was released but then immediately got a refund because it didn't run well on my PC. In EA Desktop it still shows I own this game on the store page.

    @McRoasty 

    It sounds like you're talking about the new cloud gaming service that is in beta. I just tried it out myself and it's not appearing for me. Since this service is provided by Xbox, I'd recommend contacting their support to see if this game is available on their cloud gaming service.

    Hi there, @McRoasty.

    I can see this game was refunded so you don't currently have access to it. Even though it may look like it's owned. You'll need to purchase the game again in order to download and install it.

    Sorry about that. You should be able to get it then. Can you go to xbox.com and try to start the download from there instead?

    @EA_Aljo So I went to xbox.com, Need for Speed Hot Pursuit Remastered isn't listed as part of the Game Pass on PC but is available as an option for Game Pass on console. Even though I don't have a console, I went to that page anyway and tried to download it but instead of prompting me with a download option, the website only gives me an option to subscribe to EA Play. I double checked my account on xbox.com and made sure I have a Game Pass for PC subscription, which I do.
    I don't think it's an Xbox issue because I'm able to view and attempt to download the game in the Xbox desktop app and get redirected to the EA Play desktop app where I'm prompted with the download errors.
