After hours of research and finding nothing, a friend had me go to this link and after installing the "Fixed C&C Ultimate Collection Launchers Installer.exe" the C&C games work now. So for anyone who has problems running C&C Ultimate Collection on the EA app click on this link and download the Medstar’s fixed TUC launchers.

Unfortunately it did not work to add EA application or the game as an exception to windows defender. Has anyone been able to play command and conquer at all from the EA app?
