One of the fixes some EA Help answers have suggested is to run sfc and dism commands. This didn't work for the (similar) error I ran into on my journey but it did once I took it to "the next level" so to speak. It may work for you in normal mode but if not more detail here.

I didn't plan to come back but I realised I have a few games I really would like to play again and was curious if anything new was suggested, the above doesn't work I tried doing the above the last time I was here, I even tried fixing in safe mode using DISM and SFC, I've tried everything the app will not install, I've even tried creating new accounts and accessing the PC system admin account to try fix from there... No joy.
I'm on Windows 11
Edit: There was also a suggestion to go over the language options, setting time and date and daylight saving to automatic and a few other options like setting unicode to beta option etc... I also did these things and EA app still won't install. I've also gone through the registry and deleted all traces of EA games and Origin, then reinstalled origin tryed installing the popup EA app within origin and the download version of EA app, still won't install. I've also hit repair on all the visual C++ instances, that were suggested...
Any other suggestions?
