Apparently the problem is involved with your Windows Profile, the only way I found to run Dragon Age Inquisition was by creating a new Windows profile called "Guilherme EA=*" and then the game runs, because apparently EA doesn't cares about its players and after 2 years they still haven't solved this problem.
I had to leave the insults to this company in my native language because apparently I can't curse them in these forums 🙂
