Error message when trying to purchase an add-on for The Sims 4

Hello, I have encounterd the same problem and I do not live in any of the regions you have listed nor do I use VPN. I own all of the dlc so I do not understand why this specific kit has this problem.

What happens when the bug occurs? Displays an error message saying: We had some trouble processing your request... try again a little later. [ref.#OFFERNOTPURCHASABLE]
What do you expect to see? Being able to buy the add-on.

I've been trying to purchase the add-on Book Nook kit for The Sims 4 for the past few days.
I own almost all of the content for the game (except the previous 2 CAS kits) and i've never had a problem purchasing anything.
I have tried to find an answer here and someone had a similar case to mine where they got an answer that this must be something to do with the region and the answer listed a few regions where this kit is not available for purchase. I do not live in any of those listed regions and don't use VPN so I do not understand why I can't purchase the add-on.

@EA_Solaire it seems the issue is not based on region as @mybivan is also encountering it. And as I have previously mentioned I own all game packs/expansion and all the kits with the exception to the Book Nook Kit wherein it is unavailable for purchase. I have tried again today to purchase and still getting the same error. I can access and paly the game and it is up to date, so not sure what the problem is.

Is there anyone from Tech Support/EA Team who can assist?

Appreciate if I could get a reply that will help fix the issue, as the previous response didn't help. Thanks.

Hi @yuliya_kavun First I would recommend clearing EA App's Cache (Top Left Menu > Help > App Recovery) 

If this continues check your network for anything that might block us like a VPN or any anti-virus you might have.

Hi I’ve posted a similar report in here and I’ve tried to do what you suggested and this issue persists. 

I am not using a VPN/anti virus, and I've cleared my EA App's Cache and I still get the error. I just bought the grunge revival kit like 30 minutes ago, It's specifically the sims 4 book nook kit that it just won't let me buy.

@EA_IlliumI've tried to do everything you have listed and this does not work. I did some researching and this kit is available in my region on Xbox and I even purchased it to test it and it worked (I do not own a Xbox so this was a useless purchase for me but it worked on my friend's Xbox). This confirmed to me that this is an issue on the ea app for PC that for some reason blocks this kit for purchase. Please try to find an actual solution for this.
