Hey kkitsuune,
If you purchased a pack through Marketplace, that pack would not appear as owned in Steam or the EA App, as Marketplace is a separate storefront.
Please check if Party Essentials is installed or deactivated in Marketplace > My Collection. If it's deactivated, click 'Pack Selection,' select the pack, then click 'Confirm' to activate it.

I’ve made one purchase using moola which is also the only one I’ve done through the EA app, the rest has been through steam. It was the party essentials simply for the fog machine. I ended up using it for a build then got a new pc. Had all my mods in a hard drive unfortunately not the save so I started over using the same account, completely new save. Everything is fine but my party essentials aren’t showing up in build/buy . But it does say owned in the marketplace. Also doesn’t show up in the manage add ons tab under library in the EA app. Both steam and EA say I need to purchase the kit. What to do?

Hey raechick1,
Just to clarify, you'll need to download the pack through the EA App, under Library > Sims 4 > Add-ons > Download, and not in-game. Feel free to confirm whether your pack is installed by clicking Sims 4 > Manage > Manage add-ons and checking if it says 'Installed' next to the pack.
If the pack appears as 'Installed' but still isn't available in-game, please go to Marketplace > My Collection and check if the pack is deactivated. If it is, you'll need to click Pack Selection, choose the pack you'd like to reactive, and click confirm.
