Games stuck on 2% installation/preparing

I have done literally everything in my power to fix what the title says. I've recently wanted to get back into a Sims game yet I've tried downloading both the sims 2 legacy edition and the sims 4, yet both games got stuck installing at 2% and no matter what fix I've tried it hasn't changed. I've tried reinstalling the ea app, clearing the cache, restarting the app, restarting the download, deleting every file related to ea, running the app as administrator, logging out and back in, pausing and unpausing the download, just giving it time, making sure I have enough space, nothing. Apparently this issue has been a thing for years at this point and EA still hasn't done anything to fix it. If anybody has any kind of fix I haven't tried please tell me, else I'm just uninstalling the app for good because honestly this thing is more trouble than it's worth at this point.

    https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/

Restart your computer and make sure the EA App is NOT running, even in the Task Manager.  If it is, close it and kill the EABackgroundService, which would be in the background processes list.

Next, open Windows Settings > Apps, scroll down to the Microsoft Visual C++ Redistributables, and for every version from 2015 and newer, click it and uninstall.  Don't touch the older versions.  You can get fresh copies of the latest runtimes, which supercede everything from 2015 and newer, from Microsoft:

    https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170

Under "latest supported redistributable version," you'll need both the x86 and x64 runtimes, but not the ARM version.  Download and install these, restart your computer again, and try to install Sims 4.  If it doesn't work, stop there and let me know.  If it does work, you can try Sims 2 again.

By the way, make sure you're installing either into the default location of C:\Program Files\EA Games, or a custom folder.  Do NOT install either game anywhere inside Documents or on your desktop.
