the app was down on the 17th and was working fine for me yesterday but now it says its down again

yup, not connecting to EA servers, problem has been intermittent the last couple days and progressivly getting worse, till today, where I cant launch my game at all. Seriously EA, just get rid of your launcher and allow us to use Steam or Epic Launchers. Seriously, you're not good at this.
since EAs servers are unreliable, is there a way to play Dragon Age: Inquisition offline?
