New code out of the box not working

I recently purchased a new old stock copy of the sims 4 get to work expansion pack. It was sealed yet apparently the code has already been redeemed which should not be possible. Please advise on what I can do or who I can contact to get this working.

Where was this code purchased from?

It was from an eBay seller with some boxed sealed copies of a couple sims expansion packs. I just don’t understand how a sealed copy can have a code which is already used.
