It sounds like your base game became tied to Steam at some point, so when you unlinked the Steam account from your EA account, the EA App's connection to your base game was severed.
If you don't want to access the game through Steam and have purchased packs through EA in the past, it'd be best to download the base game through EA App. To do so, please follow these steps:
- Follow the file path shown under EA App > The Sims 4 > Manage > View Properties
- Move the Sims 4 folder from the Steam folder to your desktop
- Clear the EA App's cache
- Restart the EA app and see if the download button reappears.
Once you download the game from EA app and confirm the game launches, you can delete the folder that holds the Steam version on your desktop.
