This thread describes a problem similar to mine. I think it was solved because more people were experiencing the same problem at the same time.
Assuming my problem couldn't be resolved within a reasonable timeframe, I purchased the kits listed above via G2A. I had no problems activating the keys. If it helps, the keys were listed as globally.
