Someone helped me and sent me a comment they saw before! i managed to find out that my sims 4 folders where courrputed and that's why but now it wont download. i do recommend doing this though so it doesn't result in a virus
"Okay I'm pretty sure this is how I did it because I was in a flap and tried so many things but I'm pretty sure this is what did it.
First cancel the download of Sims 4 and click on the game, next go to manage and uninstall it.
Next I tried to delete any remaining files from the game using Shift + Delete (THIS BYPASSES THE RECYCLING BIN also MAKE SURE YOU ARE ONLY DELETEING FILES OF THE GAME INSTALL not the folders where all your saves, mods, screenshots etc are. Just the actual Sims 4 game files when you install the game go. This was easy for me as I have the game on an external drive) If there are any remaining files/folders, these are probably the corrupt ones.
Now it's technical stuff I don't 100% understand so just keep that in mind. Run in safe mode. Hold Shift and restart your computer. (make sure you hold shift till the blue options screen pops up) select Troubleshoot, then Advanced options>Startup settings>Restart. Once it restarts again click F4 to run in safe mode.
Now go to your start menu and search for Command Prompt, on the right click Run As Administrator.
Run chkdsk. if you don't know what that is type in the command chkdsk enter drive here /f /r
for example I did chkdsk D: /f /r
Once that is finished you need to log out and log in as Admin
As Admin you should be able to Shift + Delete the remaining files that where corrupted
Now restart your computer all fresh and you can log back in as yourself. For good measure clear the EA app cache. (The three dashes in the top left of the screen, click Help, then App Recovery, now Clear Cache.)
Hopefully now when you reinstall the Sims 4 and any packs it shouldn't stop at 3% and fully install everything. I hope this helps you. Let me know if you have questions.“
