The game is trying to update to the C drive

Yes, I have already changed the downloads default to the Games drive and yes I have cleared the cache. No matter what I do it keeps telling me I need to clear out the C drive. I've even tried clearing it out but the update is 300 Mb and even if my C drive was empty I wouldn't have enough room.
