The Sims 4 Purchased and Free Content not Showing When Game is Launched

How often does the bug occur? Every time (100%)
What is your current game version number? 1.96.365.1030
What expansions, game packs, and stuff packs do you have installed? Parenthood, Laundry Day Stuff, Holiday Celebration Pack, Desert Luxe Kit, City Living
Steps: How can we find the bug ourselves? When I launch the sims 4 my packs say they are owned but when I go to the menu and click settings then go to my credits it shows none of the pack's credits
What happens when the bug occurs? I play the game I see none of the content that is supposed to come with the pack, and I do not see the city living world when I go to the gallery and hover over the icons that i purchased it says to restart to use.
What do you expect to see? I restarted the game as it says but that does not work, I've repaired the game I've cleared the cache I've deleted all my mods and cc and I uninstalled the game and reinstalled it, and I restarted the app.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I do have a lot of text documents in my Sims 4 folder from old mods could that be an issue?

I'm not sure if I should delete them or not.
