Unable to Launch the Sims 4 from the EA App or Steam

Summarize your bug unable to launch the sims 4 without having to run a repair or file validation from the steam client. I have tried to run the sims from both the EA app and steam and the result is the same, the game itself TS4_x64.exe never gets to a point of being opened.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? not sure what is causing the bug. I am on a new windows 11 gaming laptop. Windows 22H2 Home edition. fresh installs of Steam, EA App, and Sims 4.
What happens when the bug occurs? nothing happens at all. the steam app shows that the sims is running for about 15 seconds then goes back to having a launch button. nothing further happens after that.
What do you expect to see? I expect to see the sims 4 launch and allow me to play the game. Or at least an error message, but I dont even get that.

I am unable to launch the Sims 4 reliably.  I have to continually "verify the integrity of games files" from the steam app or fully reinstall the game to get it to run.  I have no mods installed on this game.

    Hello @EA_Poppy my issue isn't with downloading the game.  with that said, i ran the EA app as admin and was able to launch the game from both the EA app and Steam.  I will do some further testing to see if I am able to launch the game without having to first run the EA app and will report back latter.

    @wattsdp, yes, the steps mentioned in the article are also helpful for issues with launching a game.

    I'm glad to hear it has helped when launching the app as admin. This usually can fix issues so, hopefully, there shouldn't be any further issues.

    But let us know if there should be any errors further down the line.

    Ok an update on this.  After rebooting the system the game is back to not launching when it tell it to.  EA App is still set to run as admin.  Any other thoughts?

    ok found out that I need to have family view in steam disabled before it works, even though the game is approved for use in family view.
