Thanks for your post. Error code INST-14-2 is typically related to a corrupted EA app installation or a conflict between Steam and the EA app. Let's see if we can get it fixed.
- Completely close the EA app and Steam.
- Open Task Manager and make sure neither is still running in the background.
- Press Windows + R
- Type: %localappdata%\Electronic Arts\
- Delete the EA Desktop folder
- Press Windows + R again
- Type: %appdata%
- Delete the EA Desktop folder there as well
- Restart your PC
- Uninstall the EA app from Windows Apps & Features
- Restart your PC again
- Download and install the latest version of the EA app
- Launch Steam first, then launch The Sims from Steam
- Make sure Steam and the EA app are installed on the same drive
- Run both Steam and the EA app as Administrator
- Ensure Windows is fully updated
