Do you get an error message when you try to hit submit? What happens exactly?
Have you tried using a different browser or device? Clearing the browser cache might also help.
If you get an error about the issue not being supported, please select a different issue while submitting the case here.
It sounds like you don't have access to the EA accounts you need unlinked. Login issues would be the category for this.
The staff here on the EA forums can't help you unlink and relink your accounts.
