Unable to contact ToS team for an appeal as no Penalty History recorded

For the last few days I have been going around in circles with EA Help trying to resolve what appears to be an account ban on Battlefield V despite no Penalty History showing.| BFV main menu states...

You should be able to follow the steps to open a case with them.

Live support said the same thing as you.

I don't have a penalty history showing, so I can't raise an appeal in the first place. 

The usual steps to contact the ToS team don't appear, presumably due to me not having a Penalty History, or that I am based in Australia and EA Help has some kind of regional restrictions in place.
