In that case, you need to reach back out to EA support. If you still have access to the EA account, that's great, as it helps you provide information to the advisor.
As you already said, they need some info from you to verify you as the rightful owner of the EA account. So make sure, you have all the details needed before you reach back out.
Creating a new EA account wouldn't help you here, since your Steam account is still linked to the original EA account. So your best bet is to gain access again to the first EA account.
Also , ive heard that if i speak to someone and they delete my account then i can confirm with them if they will unlink my linked accounts after deletion then i can skip the 6 month wait to link the accounts linked to that one to a new ea account
