More Rain and Tire Issues With Possible Solution

Summarize your bug: The game appears to not know when to switch tire compounds during rainy weather.  The AI and race engineer stay out in the rain way too long on dry tires, and remain on the wrong compound during rain qualifying for too long as well.  The Report Code attached is a 3-stage Qualifying session in Career Mode where all three sessions were rainy.  However, the AI remained on Soft tires for the first two sessions, which meant that when I was running on Inters, I was 2 seconds faster than 2nd place.  Contradictorily, the game gave me a warning before going on track that said that I was not on the recommended compound by using Inters.  So, the game logic itself appears to not know when the correct time is for any car to switch to Inters or Wets, and believes that going slower on dry tires is a better option in the rain for too long.

Which area is the bug/glitch in? All areas - Career, Multiplayer, F1 World, Grand Prix
Steps: How can we find the bug ourselves? Look at the data and/or replay from the Report Code above.  Alternatively, you can try doing a Grand Prix or Career race where Qualifying starts with rain.  Would be easier to just look into the Report Code data if you can though.
What happens when the bug occurs? AI do not switch to wet tires early enough in races or qualifying, permitting the player to be considerably faster on Inters with no response from the AI.  The race engineer also recommends tire changes far later than it should.
What do you expect to see? AI and Race Engineers going for wet tire changes earlier in a rain phase.  

My thoughts: If you can, try shortening the amount of time it takes for the game logic to recommend switching cars to wet tires.  Or, try raising the minimum grip parameter (or maximum weather parameter) that determines the track is still "dry".  ("Dry" = Dry tires remain the optimal tire selection)

For example, if track grip level has to drop to a value of 45% in order for the game to think dry tires are not optimum, try raising that to 55%.  Basically, whatever gets the game to change tire philosophy earlier in a rain cycle.
