This! I have fanatec mclaren v2 wheel on xbox series X, No TC here only ABS and have that issue. I thought it was something mechanical with my paddles but its not, i have the magnetic shifter mod and sometimes the felt gets loose and affects the pivot and shifts but works fine on F1 25. Seemingly have to double tap to get in the correct/expected gear when downshifting aggressively. From what i recall i would agree with the high rev downshifts.
