.NET Framework package not installed successfully EA FC 24

I can't install EA FC24 as the redistributable package for the .Net Framework errors as it's trying to extract. I've tried every bit of advice from running the dotnet repair wizard, uninstalling and reinstalling all my 2009 and onwards Visual C++ redistributables, running a full repair of Windows & manually trying to install the .Net Framework 4.0 distros from microsoft.

None of these steps resolve the issue.

There are no other .Net related issues on this machine - i have 4.8.9032 installed
