I had the same problem with EA WRC.
The only thing that resolved it was to switch my computer to secure boot. Note that this was not documented anywhere, I just had a suspicion that since it was required for BF6, it might now be required for all javelin users.
This was also a huge PITA because my boot partition wasn't GPT, so I had to allocate a disk for a gpt boot partition, and copy the boot files from the existing c: drive, and then setup uefi/secure boot in my bios.

NOTE: BE VERY CAREFULL WHEN USING DISKPART THAT YOU SELECT THE CORRECT DRIVE AND PARTITIONS!
