Thanks for taking a look into it - but the same issue is still present after implementing all above mentioned steps.
Are there any other possible fixes?
I just don't want to have my Windows installation reinstalled, as everything else works fine, except EA FC.

Have same problem and try it , its doesent help.
EA APP there Offline mode. Go to it in this mode, then start the game. Before starting the start-up video, the process of connecting to the account is automatically started. There is also an inscription... "press the button to cancel the connection". So, click on it and then this launch video will start normally in offline mode without connecting to the account. Then, when you try to log in to Ultimet, you will receive a message that there is no connection and attempts to connect will be unsuccessful. You need to close the game, go to the EA APP, return to normal mode in it (connect in the application), then expand the game and try to connect again already in the game.

Unfortunately I have a steam install and in EA app there are no settings at all ☹️

@rewrite_andriy did you manage to fix it in the end? looks like ive got the same issue - fifa 22 and previous ones worked but 23, 24 dont get passed the splash screen - doesnt even reach the save menu. tried so much and nothing worked.

If y'all still tryna find a solution, here's one worked for me after 2 weeks of researching. 

1) Install Origin (yes, we will not use new EA APP): https://download.dm.origin.com/origin/live/OriginSetup.exe
2) Log in into Origin, but make sure EA APP not working. It will ask u to update, just fully close Origin.
3) Then go to C:\Program Files (x86)\Origin\EACore.ini
4) Open it through notepad (or any text editor you have), add text below and save:

[Bootstrap]
EnableUpdating=false

5) Download and install this app from GitHub (Don't put any marks while install and make sure u install it to the same path as u did to Origin.), (It will help not to open EA APP while EA FC 24 starts but run it through Origin) - GITHUB LINK 
6) Firstly try to launch the game from Origin, if its ok, run from Steam.

This is temporary, don't rely on it too much
