CPU - 13th Gen Intel(R) Core(TM) i9-13900KF
GPU - 4090
And I have this issue and it's killing me.
I loaded up my old PC with a GTX 1080 and it was smooth as butter.
Someone please help is it CPU? or GPU?
I don't have any other issues with games running over 300PFS and smooth

I have the same problem guys. The most time the problem is when I have cutscenes, cornes, free-kick (when it is weird sound before free-kick).
Do you have some update options what to change in Nvidia Panel?

@EcaNoiprocs That's interesting that your old PC was fine. What CPU did you have and was it a different OS?
After playing around with my NVIDIA setting I got the game to work by just changing vertical sync to adaptive in NVIDIA control panel, all my stuttering has gone and the game is running smooth as butter
- Everything is going smoothly for me. I uninstalled the video driver using soft Display Driver Uninstaller (DDU) and installed the latest driver. Driver from Nvidia. VSYNC works normal.
