Career mode Youth Scouting BUG!

There are lots of bugs in career mode but a really frustrating one is youth academy scouting. 
it doesn’t always happen in the first season sometimes it’s the second season. What happens is I hire a Scot, send him out and at some point they return with a blank scout report with no players. Once this happens then that scouting slot is corrupted and nothing can bring it back. I tried recalling the Scot and sending him out again but comes back the same. Then over the course of a few weeks the other 2 scouts reports become the same meaning I can no longer scout or bring in youth academy players. 
the way I play is always based on youth academy players coming through so it ruins career mode for me!
