if i get a 96 rated player on a duo pack opening

if i get a 96 rated player on a duo pack opening from guaranteed 94+ isn't the other player supposed to be higher rated? i got an icon rated 87

im just wondering, everyone i see that gets a 96 automatically gets a better player usually rated the same or higher
