All you have to do is look at the market. Everyone gets all the dupes of low end promos. Very few get the top end players. The market reflects this as almost everyone is discard price besides the top few.
I don’t think I’ve ever seen anyone say they pack all the top players. So everyone has the same odds even it it doesn’t seem like it.
