PC stuttering on Rivals

Hi! I wasn't able to play game since november update TU5, after newest patch. Now i am no longer having 3s stutters but screen tearing makes game unplayable. Rush works well for me, without screen tearing. I tried every possible solution.

Fullscreen/Borderless

60fps/60Hz 60fps/120Hz etc.

Tried V sync in game and in Nvidia settings

Ultra low latency in nvidia

I have low end PC / Gtx1060 i5 6700, 16GB ram but game was flawless till november. Now it shows that i have constant 60fps but game feels like i am playing on 30fps because of screen tearing. Does anyone have same issue? Or fix to this one? Would love to hear some advices.
