Stuttering on PC after the recent update

Laptop specs: 
Win 11, i5 13500HX, rtx 4050, Acer Predator Helios Neo 16

Got this game around 2 weeks ago, and was welcomed with one of the most unoptimised trash game ive played in a while. Spent hours and hours to fix the game ,for example, just for it to recognize my 165hz refresh rate display instead of only 120hz, or settings resetting themselves, couldn't fix it like most others, running game on low settings and made some changes in some txt file after some recommendations which kind of helped it.

But after yesterday's patch, the game is absolutely unplayable. Have to launch it at least 3 times for it to launch. But the main issue is that my cpu usage is 100% and temps above 88 degs Celsius constantly, while my gpu usage is less than 50% mostly. Before, it was always the other way around usage wise, while the temps of both cpu and gpu were constantly below 75 degrees.

I have reinstalled the game twice, repaired the game thrice(from steam), but nothing solves the issue.

I have attached few screenshots below, 2 are from before and after update each, you can make out the difference in the power drawn by the gpu and cpu and it has totally reversed on its own.
