UT Gameplay different to every other gamemode

Been playing UT since 2019/20 on PC and never had issues with gameplay until about 2 years ago (February 2023) it suddenly changed to insanely delayed and unresponsive during a FUT Champs game to which i then lost. Since then I have been getting the exact same issue happening in the last 2 titles released since. I will be playing the game and nothing is wrong then suddenly it turned into an unresponsive delayed input mess of a game. It is not my internet connection after testing on the EA connection checker and getting an 80+/100 every time, it is not my controller because it works perfectly fine in every other game and or console, it is not my hardware as im constantly up to date and have a high spec PC. 

The only time the gameplay on UT has been bearable since release was during TOTY where, I'm assuming, more servers were added for players to connect to due to the large influx of players for the promo. During that 1-2 week period the game was as enjoyable as it was during the older titles and I'm fairly certain everyone else will agree. Why on earth can the gameplay go from absolutely shockingly bad one week, to TOTY where its incredible with responsiveness and being able to have so much more fun, then back to the same old delayed unresponsive gameplay?

Another thing I want to add is the fact that for some reason the gameplay on UT is completely different to Clubs in terms of quality of responsiveness. On Clubs my player responds to my movements, I can properly dribble, i can properly jockey, i can play quick passes, but on UT I can't do any of that. I have TOTY Hansen full speed who runs like a truck, dribbles like a granny in a walker, passes like they can't see and shoot with a club foot. I really do not understand why UT gameplay is so much worse than Clubs, which I assume use the same servers unless not,  but it's just annoying at this point and I have no idea how to fix it and be able to enjoy the game.
