Manager Mode: Youth Tourneys Are NOT Playing at Potential?

Is it my imagination or is the "Play at Full Player Potential" setting not working in Youth Tourneys?  My high potential players (expected 84-94) feel VERY sluggish, more like they are performing at ...

Me too. They all suck even though it's set to potential. The teams I'm versing meanwhile are definitely at their potential
