Can you limit transfer budgets?

I see that there are transfer embargos, financial takeovers and the unexpected events include "sudden cash injections" - but none of that really means anything if my budget is $200 million dollars anyhow.

For me, previous Career Mode saves were far more captivating because you really had to be careful about your transfers, even in the premier league. Modern football budgets are so high you can build a super team quite easily.

I think myself and many others would love an adjustment bar for the overall transfers for your current league, to be set at any time, or at least before the start of the career mode.

For example: Slide the bar left to reduce transfer budgets by increments of 10%, all the way down to zero, which would be no transfers allowed. 

Slide the bar right to increase transfer budgets by increments of 10%, all the way to 100% to double them.

There should be options to "apply to all leagues," "apply to my league only," or "apply to my club only."

If the transfer budgets are set to zero, there should be an option for "allow free agent signings."

This feature, which I would imagine is not hard to accomplish, would make the game purchasable for me, as parity in massive budgets is just too much, and causes me not to play my favorite leagues.
