Pc overall game is shocking

So ive got a high end PC,High end monitor and 1gb upload and 1gb download speeds. So can someone from @EA please explain to me why I have to turn EVERYTHING to low settings,turn everything off in the game and still get laggy menus,laggy loading screens,laggy gameplay,laggy cut scenes. Also everything i go into a game the Graphics reset to high and i have to pause and set them again. I've tried it in the main settings but it still reverts to HIGH settings.I have zero issues with any other game apart from this abysmal one. I want a refund because for £100 this is just daylight robbery
