Settings reset on restart on beta.

I need help with changing the settings using the setup file, because whenever i restart the game, all the settings changes i made in game get reset. i want to have background things like grass and crowd quality on low and strand based hair off but i don't want the important things, like the players and ball, to look really bad. i don't know what the values are that i have to change to in the setup.ini file. 

i also want the game to actually run at over 100+ fps and not the fake fps that it is currently running in (it says it's around 100 but it looks like 30).
