I wouldn't hold my breath as this is caused, in my opinion, by just how the game is structured, in terms of files.
In your game directory you can find the path "Data\Win32\superbundlelayout" and in there you have almost 51 GBs of data, with the visual and audio assets (excluding commentary) being about 46 GBs of that, in 9 folders. In each of those you'll find CAS files (form of archive) that contains the assets. When the engine needs to load and render things, the process "extracts" those archives to obtain in runtime the necessary assets (later on it will also need time to free up previously loaded assets as well). All that is taxing and requires CPU computational time, as well as I/O time that would depend on your SSD/HDD. Since it's file based operation altering the state of a running process, your antivirus (Microsoft Defender at the very least) comes into play as well - every single time.
That being said, I personally do not see how this could possibly be fixed. It could be improved, but I find it very unlikely to be fixed unless some major rework is done on the structuring of the game files.
