Can't buy packs

I can't buy packs on the store for some reason, I'm only able to preview a pack then buy it once its previewed. I wanted to open some bronze packs but the game won't let me. Is this because I have  a new account and have to wait for my 48 hour transfer market bid/buy limit to clear.
