Cheaters

How is it still possible that there are so many cheaters? Is it not the most obvious thing to recognize and ban? How is there no way to report a match for a review? How is there no AI that can easily review a game and tell that the person was cheating bc your team couldn’t move? How many billions of dollars will it take to become competent game devs? The world may never know
