CONTROLLER DELAY

When i playing online (UT, Proclubs) sometimes when i press the button or using other things it affects on game like 1-2 sec later. The problem is not lag or something like that, my game time is behind the others. While im playing at min (game time) 15.50 my friends at 16.50. Because of that there is a controller delay. It is not about controller or steam controller thing. ( i have xbox controller and im playing on laptop, and that problem is only happening on laptop users).

Can u guys fix that :) That problem has like 7 months and still not fixed. U guys fixed the fps drop so i hope u guys can fix this too :)
