Thanks for taking the time to share the troubleshooting steps you've already completed.
If you haven't already tried, here is a workaround that has worked for some players:
- Go to the PlayStation app on Android or iOS
- Navigate to My Games
- Select the game you'd like to download and download to the device you want to play on (PS5)
