FC 26 (Steam) - "Failed to get license data" / Empty License folder

Hi everyone,

I'm having a licensing issue with EA SPORTS FC 26 on Steam.

The game appears in both my Steam Library and EA App Library, but it has never launched on this PC.

When I press Play:

Steam launches the EA App.

The EA App attempts to launch the game.

The EA App closes and reopens.

The game never starts.

The folder:

C:\ProgramData\Electronic Arts\EA Services\License

is compleely empty and no license files are ever created.

My EAesktop.log contains:

Failed to get license data, error [License file not found]

followed by:

Requesting Auth Code for LicensePrefetchLaunch flow

I've already tried:

Reinstalling the EA App.

Verifying FC 26 in Steam.

Clearing the EA App cache.

Deleting all EA App folders before reinstalling.

Confirming EA Background Service is running.

Confirming folder permissions are correct.

Disabling ESET antivirus.

Confirming the correct Steam account is linked to the correct EA account.

Nothing has fixed it, and the License folder remains empty.

Has anyone had this issue or found a solution? If an EA staff member sees this, could my account entitlement or licensing be checked?
