FPS drops to 5-9 frames per second when playing in full-screen mode.

The FPS drops to 5-9 fps in the menu when I switch the screen mode from windowed to full screen. I tried changing the graphics settings and resolution, but unfortunately, nothing helped. Even returning to windowed mode or borderless mode did not make the FPS more playable. At the same time, the video card is loaded at 100%. I tried updating the Nvidia driver, hoping that was the problem, but the situation remains the same (currently using driver version 591.74).
