FPS ISSUE

I have some fps issues that makes game unplayable. I tried everything to solve it asked to AI for searching all ways. But in the end I started to think that the problem is not from me. Eafc 26's bug or fps issue that almost everyone I know experiencing. When I launched the game everything is fine but If I try to play UT the fps goes down to 4-5.
